It is unlawful for any person to manufacture or sell intoxicating liquor or nonintoxicating beer in any quantity without a state license issued by the Supervisor of Liquor Control.
No person shall be granted a liquor license unless such person is of good moral character, a qualified legal voter and taxpaying citizen of Missouri and no person shall be granted a license who has been revoked or convicted of any law applicable to the manufacture or sale of intoxicating liquor.
Sales of intoxicating liquor by the drink and package are prohibited between the hours of 1:30 a.m. and 6:00 a.m. on weekdays and between the hours of 1:30 a.m. Sunday and 6:00 a.m. Monday. The sale of intoxicating liquor is legal between 9:00 a.m. Sunday and midnight on Sunday throughout the state by licensees that qualify for a Sunday license.
Certain retail liquor by the drink establishments located in designated convention trade areas of Kansas City, St. Louis City and Jackson and St. Louis counties may remain open and sell intoxicating liquor on all days of the week between the hours of 1:30 a.m. and 3:00 a.m. with an additional license. 3.2% nonintoxicating beer may be sold by the drink and package on every day of the week including Sunday between the hours of 6:00 a.m. and 1:30 a.m.
No person under twenty-one years of age may purchase or possess alcoholic beverages. Any person under twenty-one years of age who purchases, or has in his possession, any alcoholic beverages is guilty of a misdemeanor and shall, upon conviction thereof, be punished by a fine of not less than $50.00, nor more than $1,000 or by imprisonment in the county jail for a term not to exceed one year, or by both such fine and jail sentence.
A valid and unexpired operator's or chauffeur's license issued under the provisions of section 302.177, RSMo, or a valid or unexpired operator's or chauffeur's license issued under the laws of any state or territory of the United States to residents of those states or territories, or a valid or unexpired identification card as provided for under section 302.181, RSMo, or an identification card issued by any uniformed service of the United States, or a valid passport.
Spirituous liquor, including brandy, rum, whiskey and gin, two dollars a gallon; all wines, forty-two cents a gallon; 5% and 3.2% nonintoxicating beer, six cents a gallon.
When January first (New Year's Day), March seventeenth (St. Patrick's Day), July fourth (Independence Day), or December thirty-first (New Year's Eve) falls on Sunday, and the Sundays prior to Memorial Day and Labor Day and on the Sunday on which the national championship game of the national football league is played, commonly known as "Super Bowl Sunday", any person having a license to sell intoxicating liquor by the drink may be open for business and sell intoxicating liquor by the drink under the provisions of his/her license on that day from the time and until the time which would be lawful on another day of the week, notwithstanding any provisions of Section 311.290, RSMo or any other provision of law to the contrary.
